Because Moses and Aaron had obeyed in the first step even in apparent failure their knowledge of what God intends is being broadened further. Had they not obeyed previously they probably would not be coming to this next step. I would have been better for them to have started out knowing this additional information no doubt but, often we don't come by that knowledge unless we obey right off.
